I. LIBRARY REGULATIONS
General regulations:
- Students, faculty, and staff who want to access our library’s physical building and borrow physical materials/equipment must possess a validated university cards and are required to present it on request; only users who own a validated VinUniversity ID can access library’s subscribed electronic materials.
- Opening hours of the library building are regulated by VinUniversity. Library opening hours are subject to change and will be posted at the main library entrance and on the library website.
- Handle library property with care and maintain good hygiene, dispose of rubbish properly. Be polite and respectful of others. Maintain an atmosphere conducive to study and research by limiting loud talking and other disruptive behaviors. Audio from personal media devices is not allowed in all parts of the library.
- Animals are not allowed except service animals. No bicycles, in-line skates, skateboards, or other similar items in the library.
- No food of any kind may be brought into the library, including fruit. It is strictly forbidden to bring and use stimulants, weapons, flammable, or explosive substances into the library. Drinks in the library must be in spill-proof containers. Please keep drinks away from electronic sockets and equipment to prevent damage. Smoking or vaping is strictly prohibited in all areas of the library.
- Personal belongings should not be left unattended. Patrons are responsible for any loss or damage to personal belongings that they leave unattended.
- Violations of the library regulations will be penalized according to the issued library policy.
Regulations on the use of library property:
- Handle library property carefully and may not mutilate, deface, or mark library materials in any way. Do not arbitrarily move any property of the library to different locations without permission; Ensure complete understanding of how to safely use the equipment/furniture in the library. No liability on the part of the library for any damage or harm done to the users, the users’ work, materials and/or property due to faulty equipment and/or incorrect usage. Borrowers of library equipment will be charged for overdue, damaged, or lost equipment.
- Do not change settings on electronic devices without permission. Any actions of sabotaging the library’s network are strictly prohibited
- For functional rooms (such as group discussion rooms, computer room, studios, etc.): Reservations should be made in advance; Immediately notify librarians when detecting any failures or unusual problems; Before leaving, users should ensure the library’s function rooms are neat and tidy, turn off the light and air conditioner, return all loaned equipment to the library.
Regulations on the use of library materials:
- Only print books can be checked out with limited numbers of items for loan, limited loan periods and numbers of renewal as regulated for different patron categories. All book loans are subject to recall. Users will be charged for overdue, damaged, or lost books. Users who have not paid a fine are not allowed to continue borrowing library materials.
- Do not misfile or hide library materials for personal use or bring physical materials out of the library without going through borrowing procedures as regulated.
- Learners before graduation, dropout, deferring and faculty/staff before resignation must returned all borrowed materials, pay all fines and compensation (if any).
- The use of subscribed electronic resources at the library is limited to VinUniversity’s students, faculty, and staff only unless allowed by the license agreement. Patrons must use electronic resources properly; ensuring that materials retrieved from electronic resources are limited to personal and non-commercial purposes.
- It is strictly forbidden to access materials with banned contents, use and/or propagate information harmful for national security.
Regulations on library’s photocopying/ printing/scanning services:
- Photocopying/ printing/scanning services are provided for patrons with research and personal study and non – commercial purposes.
- Patrons must avoid any breach of copyright in using photocopiers, printers, and scanners in the library including but not limited to:
- Making more than one copy of the work by an author for any purposes without author’s permission.
- Digitize physical materials and distribute the digital copy to other people with any purposes.
- Modify, mutilate, or misrepresent the material in any manner which is prejudicial to the honor and reputation of the authors.
- Create derivative material (the material, which is translated from one language into another adapted, modified, transformed, etc. from other materials) without permission of the authors/ copyright owners of original materials.
- Intentionally rescind or invalidate technical measures taken by copyright owners to protect copyright in their materials.
- Deliberately delete or change copyright management information in electronic format contained in the materials.
- Users are fully responsible for any legal consequences concerning copyright that might arise from using the library’ photocopiers, printers, and scanners.
II. CLASSROOM AND LECTURE REGULATIONS
- No food and drink are allowed in the classrooms except for canned drinks and drinks with lids.
- Turn off all personal equipment when not in use and turn off the lights before leaving the room. Disconnect all charging ports, close the floor outlet / box covers and close the doors.
- Take care of all property in the classrooms and lecture halls. If damage or loss of property is detected, the Operations Department must be immediately notified.
- Do not lend ID cards or keys to classrooms and lecture halls to others.
- Do not invite outside guests into the classrooms and lecture halls without permission from instructors.
- Re-arrange all furniture and equipment to their original places after making changes for events and classes.
III. TEACHING LABORATORY REGULATIONS
- Wear appropriate attire as regulated and protective gears when performing experiments, following the instructions of the instructors and teaching assistants. Entrance to laboratory is only allowed when there are scheduled lessons according to the timetable. - To be allowed to perform experiments in the labs, laboratory safety training and a Safety Compliance Form must be completed beforehand.
- Always check the conditions of equipment before usage. Immediately stop using and notify the instructors or teaching assistants if encounter any problems. Do not attempt to fix the equipment on your own.
- Ensure complete understanding of how to safely use the equipments and chemicals given. Do not move the equipment, chemicals and other properties in the labs outside without permission.
- Do not write or mark directly on the laboratory equipment made of glass or plastic, anotomy models, equipments and other propertieis in the labs.
- Immediately notify the instructors or teaching assistants when finding accidents, injuries, property damage or potential risks in the lab. Individuals who cause damage must compensate for the damage.
- Ensure that the working space is always clean and tidy. For wet laboratory: Always wash your hands before leaving the laboratory; properly clean and return glassware and tools after usage. oratory
- Do not eat, drink or smoke in the laboratory. Do not carry weapons or flammable or explosive materials into the laboratory.
- Each individual in the laboratory must be responsible to strictly adhere to these regulations and follow the instructions from the Teaching Laboratory staff.
IV. ANATOMY LABORATORY REGULATIONS
- Entrance to the lab is only allowed when there are scheduled lessons according to the timetable or predetermined schedules. Wear lab coat as regulated.
- Always check the conditions of anatomical models and equipment before usage. Please immediately stop using and notify the instructors or teaching assistants if encounter any problems. Do not attempt to fix the equipment on your own.
- Do not write or mark directly on the lab equipment, anatomical models, tools, and other properties in the labs.
- It is strictly forbidden to place any items on the surface of Pirogov anatomy table. Personnel using the table is responsible for shutting down the machine and cleaning its surface properly using the available soft cloth. Do not use any liquid to clean the machine.
- It is a requirement to wear gloves already provided at the Lab when using plastinated cadaver models. The preservation cabinet for the plastinated cadavers should always be closed to maintain its internal environment. It is also strictly prohibited to change the original shape of these models
- IT IS STRICTLY FORBIDDEN TO TAKE PICTURES OF THE PLASTINATED CADAVERS AND PUBLISH THESE IMAGES ONLINE. The university will take appropriate action upon discovery of violation of this regulation.
- Immediately notify the instructors or teaching assistants when finding accidents, injuries, property damage or potential risks in the lab. Individuals who cause damage must compensate for the damage.
- Ensure that the working space is always clean and tidy.
- Do not eat, drink, or smoke in the labs. Do not carry weapons or inflammable materials into the labs.
- Each individual in the lab must be responsible to strictly adhere to these regulations and follow the instructions from management staff of the Labs.
V. PARKING LOT REGULATIONS
- All vehicles must be parked in designated areas in a tidy and orderly manner. Only park in permitted areas with painted lines.
- Do not spit and litter in the parking lot.
- Do not eat, drink or smoke in the parking lot.
- Fire of any form is prohibited in the parking lot to comply to fire safety rules.
- The maximum speed allowed in the parking lot is 5km/h.
- Vehicle owners are responsible for their own belongings (such as helmets) in the parking lot. Do not store precious or personal belongings in vehicles.
- Cars parked in the lot must have the doors and windows locked.
- In cases where the vehicles are not parked according to regulations, leak or contain dangerous tools in the parking lot that may cause explosions, the security teams reserve the right to forcibly remove the vehicles out of the parking lot without prior notice. VinUniversity does not take any responsibility in these situations.
- VinUniversity does not take responsibility in cases where belongings are stolen from vehicles. However, vehicle owners should inform the security team to devise appropriate measures to ensure the safety for staff and students with vehicles in the parking lot.
VI. CLINIC REGULATIONS
- Medical staff:
- Must always maintain a positive, polite and dedicated attitude when working.
- Strictly and regularly check the expiration dates of medicine and other medical equipment.
- Take precautions when performing first aid and distributing medicine to patients.
- Do not leave medicine outside of the cabinet. The medicine cabinet must be carefully locked when no medical staff are present in the clinic.
- Quickly act in emergency situations. Proactively transport patients to the nearest hospital in serious situations that cannot be handled at the clinic.
- Record health records in a precise manner according to the university’s regulations.
- University staff/students:
- Strictly follow the instructions given by the medical staff.
- Do not move any property installed or take any documents or medicine from the clinic without permission.
- Maintain order and general hygiene in the clinic.
VII. CANTEEN REGULATIONS
- Follow the operation hours set by the university.
- Wash hands carefully before and after dining.
- Queue in an orderly fashion. Do not run or push others in the canteen.
- Stay focused, polite, and hygienic while dining.
- Maintain general hygiene of the canteen. After dining, return trays, clean up tables and put chairs back to their original place under the tables.
- Immediately notify the Operations Department when detecting any failures or unusual problems.
VIII. KITCHEN REGULATIONS
- Strictly follow “the One-way Kitchen Rule”.
- Staff in charge of receiving food must check the quantity, quality and relevant documents as necessary: meat products must have veterinary certificates; canned products must have more than 2/3 of usage time remaining from the manufacturing date; check the labels of manufacturers and Vietnamese labels for imported products; Ensure that frozen products are still properly frozen and have not thawed before receiving; Obtain the daily food delivery book.
- Follow the regulations for each type of food products: Meat and seafood products must be placed in the freezer; Vegetables and fruits must be put in the cooler in temperatures ranging from 50C – 90C; Foods in the cooler must be put in lidded containers and must be consumed within the day. Protect food products from insects, rodents and other animals.
- Do not leave products directly on the ground.
- Equipment and tools must be washed immediately after usage using certified safe detergents, rinse with boiling water or dry with dryer sterilization dish washing machines. Store equipment and tools in clean and dry places.
- Cooked food must be properly stored according to food safety regulations. Use specialized gloves and masks when handling cooked foods. Food samples must be saved daily, according to regulations.
- The kitchen area must be regularly cleaned and kept tidy. Trash bins must have lids to prevent the leakage of liquids and ease of transportation of trash.
- Ensure workplace safety by ensuring the operation of equipment as instructed. Only use kitchen equipment when appropriate to prevent them from breaking down or causing accidents. In cases of incidents, immediately notify the Operations Department to coordinate a proper response.
IX. SWIMMING POOL REGULATIONS
- Opening hours vary by season and will be announced through the university’s official communication channels.
- Entering the pool without appropriate swim attire is not allowed. The pool manager has the right to deny persons from entering the pool if they do not follow this rule.
- Take a shower and do some warmup exercises before entering the pool. Clothes and shoes must be put in designated places.
- Individuals suffering from skin diseases, cardiovascular diseases, epilepsy, or having consumed alcohol previous to being at the pool are not allowed to enter the pool.
- Move carefully, do not run or jump in the pool area. Do not dive head first into the pool or perform dangerous movements that affect or interfere with others at the pool.
- Do not eat, drink, smoke, litter, or spit. Maintain general hygiene. Be polite and respectful of others during practice.
- Do not bring fragile or sharp objects into the swimming pool.
- It is strictly forbidden to bring and use stimulants, weapons, flammable or explosive substances into the swimming pool area.
- Do not arbitrarily move any property installed in swimming pools without permission. Immediately notify the Student Affairs Management (SAM) when detecting any failures or unusual problems.
- Always follow the instructions of the pool manager. VinUni is not responsible for accidents or other risks due to failure to comply with the regulations and instructions of the swimming pool.
- Take care of own personal belongings. VinUni is not responsible for any personal property loss.
X. INDOOR SPORTS COMPLEX REGULATIONS
- The priorities for usage of the multipurpose sports complex are as follows: (1) for classes, (2) student club activities, (3) unofficial practice. The opening hours of the sports complex are adjusted every semester according to classes’ schedules and events by the university and will be announced in details through the university’s official channels.
- Appropriate sports attire is required. Do not wear football boots, hard bottom shoes and heels into the sports complex.
- Only practice if feeling well. Do not eat or drink too much liquid before practicing.
- Do not eat, smoke, litter, or spit. Maintain general hygiene. Be polite and respectful of others during practice.
- Do not bring fragile or sharp objects into the sports complex.
- It is strictly forbidden to bring and use stimulants, weapons, flammable or explosive substances into the sports complex.
- Do not move any property installed in the sports complex without permission. Neatly put away equipment to its designated place after usage. Do not bring equipment out of the sports complex.
- Immediately notify the Student Affairs Management (SAM) when detecting any failures or unusual problems. Turn off equipment when not in use.
- Always follow the instructions set by the management. VinUniversity is not responsible for accidents or other risks due to failure to comply with the regulations and instructions of the management.

XI. GYM AND MULTIPURPOSE ROOM REGULATIONS
- Opening hours of the multipurpose gym and practice room vary by season and will be announced through the university’ official communication channels.
- Appropriate sports attire is required. Wearing a top is required during practice. Do not wear football boots, hard bottom shoes, or heels into the sports complex.
- Only practice if feeling well.
- Do not eat, smoke, litter, or spit. Maintain general hygiene. Be polite and respectful of others during practice.
- Do not bring fragile or sharp objects into the gym.
- It is strictly forbidden to bring and use stimulants, weapons, flammable or explosive substances into the sports complex.
- Do not move any property installed in the gym without permission. Neatly put away equipment to its designated place after usage. Do not take gym equipment out of the gym.
- Do not use dumbbells while simultaneously using equipment for cardio exercises.
- Immediately notify the Student Affairs Management (SAM) when detecting any failures or unusual problems. Turn off equipment when not in use.
- Always follow the instructions of the manager. If unsure of how to use the equipment in the gym, please ask gym staff for assistance.
- VinUniversity is not responsible for accidents or other risks due to failure to comply with the regulations and instructions of the gym staff.
- Take care of your own personal belongings, VinUniversity is not responsible for any personal property loss.
XII. SOCCER FIELD REGULATIONS
- Opening hours of the soccer field are adjusted based on the season, class schedule, and university’s events and are announced through the university’s official communication channels.
- Participants must use the field according to the registered timing.
- In cases of heavy rain or other unusual situations, the field manager reserves the right to immediately stop the practice or game to ensure security and safety for participants and the property.
- Transportation vehicles are not allowed on the soccer field or running pitch.
- Do not climb over the barriers or chairs. Strictly walk in the designated areas.
- Appropriate sports attire is required. Do not wear football boots with metal studs, hard bottom shoes and heels into the artificial turf soccer field.
- Only practice if feeling well.
- Do not eat, smoke, litter, or spit. Maintain general hygiene. Be polite and respectful of others during practice.
- Do not bring fragile or sharp objects into the field.
- It is strictly forbidden to bring and use stimulants, weapons, flammable or explosive substances in the track and field areas.
- Do not move any property installed on the field without permission. Do not bring any equipment out of the field.
- Immediately notify the Student Affairs Management (SAM) when detecting any failures or unusual problems.
- Always follow the instructions of the field managers. VinUniversity is not responsible for accidents or other risks due to failure to comply with the regulations and instructions of the soccer field.

XIII. TENNIS COURT / OUTDOOR BASKETBALL COURT REGULATIONS
- Opening hours of these courts are adjusted based on the season, class schedule, and university’s events and are announced through the university’s official communication channels.
- Participants must use the court according to the registered timing.
- In cases of unusual situations, the court manager reserves the right to immediately stop the practice or game to ensure security and safety for participants and the properties.
- Appropriate sports attire is required. Do not wear football boots, hard bottom shoes or heels into the courts .
- Only practice if feeling well.
- Do not eat, drink, smoke, litter or spit. Maintain general hygiene. Be polite and respectful of others during practice.
- Do not bring fragile or sharp objects onto the courts.
- It is strictly forbidden to bring and use stimulants, weapons, flammable or explosive substances in the courts.
- Do not move any property installed on the court without permission. Do not bring any equipment out of the court.
- Immediately notify the Student Affairs Management (SAM) when detecting any failures or unusual problems.
- Always follow the instructions of the court managers. VinUniversity is not responsible for accidents or other risks due to failure to comply with the regulations and instructions of the tennis/basketball courts.
- Take care of your own personal belongings. VinUniversity is not responsible for any personal property loss.
XIV. UNIVERSITY DORMITORY REGULATIONS
- Do not lend student ID cards to others to enter the dorm.
- Personal transportation vehicles must be parked at designated places.
- Do not consume alcohol and gamble under any forms; do not store and use stimulants, addictive substances and drugs within the university campus.
- Do not vandalize the walls and ceilings of the dorm.
- Do not interfere with the security systems (camera, magnetic doors, fire alarms, etc.) without permission.
- Only use electrical appliances according to regulations.
- Strictly follow fire safety regulations.
- Use water and electricity mindfully; individuals that cause loss of and damage to equipment must compensate.
- Do not move property installed in the dormitory without permission. Do not attach additional equipment without permission from dormitory management.
- Do not bring property of the dormitory outside of the dorm. For removal of other property, notification to the Security is required.
- Maintain clean and tidy rooms, corridors, and balcony areas.
- Sort the trash as appropriate, taking out trash at the designated time and place. Do not litter public areas.
- Visitors must be registered and approved by the Head of Student Affairs Department.
- Do not display overly intimate actions that may disturb others.
- Park in designated areas; no vehicles are allowed in the room, corridors, bottoms of staircases, in front of buildings, or on the walking areas.
- Only play sports in designated areas; no playing of sports in the rooms, corridors, balconies, common rooms, or on the walking areas.
- Creating, storing and using weapons, flammables and inappropriate documents are prohibited.
- Save water and electricity and take care of common property.
- Take care of your own personal belongings. VinUniversity is not responsible for any personal property loss.
XV. SOCIAL HUB REGULATIONS
- The common area is a space to study, practice, welcome guests, and to connect dormitory residents.
- Always be polite and respectful of others in the social hub.
- Do not eat or drink, smoke, consume alcohol, speak too loudly, use crude language or sleep in the social hub.
- Do not write or draw on the walls and tables. Put trash in the appropriate trash bins.
- Do not use electricity in the common area for personal usage; do not remove, move, or install additional equipment and appliances in this area. Turn off equipment when not in use.
- Do not bring electrical appliances (speakers, projectors, TV, etc.) into the social hub without permission from management.
XVI. DORMITORY ROOM REGULATIONS
- Stay in the designated room; report temporary residences and absences as per regulations.
- Do not allow friends or family members to stay overnight in the dorm.
- Personal activities that affect or disturb others in the same room or adjacent rooms are not allowed.
- Setting up of altars for worship, burning incense, or using inappropriate electrical appliances are not allowed.
- Arrange furniture in a tidy manner; no additional curtains, nails, bookshelves, hangers, hanging lines, papers, drawings, etc. are allowed on the walls, ceilings or floors of dormitory rooms.
- Keeping pets in dormitory rooms is prohibited.
- Keep rooms tidy; do not put soap, disinfectants, chemicals, or other items into the toilet bowls.
- Always keep the shower drain on to prevent hair and other litter from clogging the water pipes.
- Do not re-arrange the installed property in the rooms or install additional appliances without permission.
- Always lock the door when no one is in the room. Turn off all electrical appliances when not in use.
- Do not use any cooking appliances in the room. Do not hang clothes out on the balcony.
