1. Abbreviations

2. General provisions

2.1. All employees, students, customers, partners who are working, or coming to work, visiting, studying must comply with regulations on OSH, Sanitation, Fire Prevention & Control and follow the instructions of Operation Department.

2.2. The Operation Department is responsible for the implementation of OSH, Sanitation, Firefighting & Rescue activities in accordance with this regulation and current legal regulations.

2.3. The SAM Department is responsible for arranging enough medical staff or signing a contract with a qualified medical facility to organize a medical room, equipping, and inspecting medical facilities to comply with regulations.

3. Detail provisions

3.1. Prepare, update, archive legal documents and plans on OSH, Sanitation, School health, Fire Prevention, Fighting & Rescue:

    • Operation department prepares, archives and updates legal documents and plans on OSH, Sanitation, Fire prevention, fire fighting & rescue in accordance with the Law on OSH, the Law on Environmental Protection, the Law on Fire Protection, and the guiding documents.
    • SAM department plans and implements school health works according to circular 33/2021/TT-BYT

3.2. Training activities:

    • Operation department is responsible for establishing the fire prevention and fighting team; organizing training and issuing professional certificates on fire fighting and rescue teams; practicing fire fighting and rescue plans according to Decree 136/2020/ND-CP, Decree 83/2017/ND-CP, Circular 149/2020/TT-BCA, Circular 08/2018/TT- BCA.
      Operation Department organizes training courses to issue OSH cards and certificates for employees according to Decree 44/2016/ND-CP, Decree 140/2018/ND-CP and Circular 06 2020/TT- BLDTBXH.
    • Operation Department guides the regulations and measures to ensure OSH, Sanitation and Fire Protection for employees, students, and contractors.
    • SAM Department is responsible for organizing propaganda on the work of school health and disease prevention

3.3. Inspection activities:

    • Operation Department develops and organizes the implementation of the annual plan on OSH, Fire Prevention, Fighting and Rescue according to the contents in Annexes I and II attached current regulations, and also takes the main role of inspection activities by Government agency on OSH, Fire Prevention, Fighting and Rescue; take the initiative to make plans and measures to overcome the shortcomings after the inspection.
    • SAM Department develops and organizes the implementation of the plan and periodically self-checks the work of school health in accordance with Appendix II; and also takes the main role of inspection activities by Government agency on school health; take the initiative to make plans and measures to overcome the shortcomings after the inspection.

3.4. Statistics and reports:

    • Operation Department conducts investigation, assessment, declaration and announcement of occupational accidents and diseases for employees and competent authorities.
    • Operation Department makes inspection declaration for equipment with strict requirements on OSH; Reports periodically to the authorities about occupational accidents; occupational safety and health; environmental protection work; periodic fire prevention and fighting work according to regulations or at the request of authorities.
    • SAM Department reports on the work of school health periodically according to regulation

4. When the legal documents referenced in this Regulation are amended, supplemented, or replaced, the contents referred in this Regulation shall also be adjusted and implemented in accordance with the amended, supplemented, or replaced.

APPENDIX I – CONTENTS, FREQUENCY, RESPONSIBILITY OF FIRE PREVENTION INSPECTION

(Issued in accordance with Regulation No. VU_AN02 dated June 10th, 2022).

  • Interlocking devices include Magnetic doors, elevators, smoke extraction systems, pressure booster systems, fire stop valves, sound systems… operate according to the fire fighting scenario.
  • Residual pressure in staircase chamber: 20 – 50 Pascal

8 Indoor fire hose system 03 months/times
  • Angle hydrant valve: Hand screw firm, no loss bolt, no rust, no leak water.
  • Indoor fire hose cabinets: No deformed, no peeling paint, no breaking glass, no lock, hinges and latches no damage.
  • Fire hose reel: The nozzles have rubber gaskets, easy to disassemble.
  • Spray nozzle, coupling: Works well

Inert gas fire system (FM200, …) 03 months/times
  • Inside protected zone is equipped with portable fire extinguishers and warning signs of danger, no use fire.
  • Have visual/audible alarm devices at doors and activate immediately when have fire alarm or inert gas is released.
  • Fire fighting, fire alarm, rescue, auto self-closing door… operate as designed when testing.

12 Signs, billboards 06 months/times
  • The power cord must be protected by a fire-resistant tube.
  • Electrical connection must use a bridge. Must use a plug.
  • Lighting bulbs must be neon or led and use only electronic ballasts.
  • Billboards have heat outlets or cooling fans, and the surface temperature does not exceed 40ºC.

13 Local air conditioner 06months/times
  • Have a logbook of operation, maintenance, or repair for each air conditioner.

For the heater:

  • The cooling aluminum plate is not skewed, deformed, or distorted. The cooling fan no caused abnormal noise or jam.
  • The air conditioner is not placed on the ground, the cooling fan is not blocked

For the cooler:

  • The circuit board and the dust net are cleaned.

  • Electrical cabinets and doors have nameplate, operating instruction,

  • Fire protection system: operate normally.

  • LPG usage operators are trained and have professional certificates in fire prevention and fighting; Understand valve diagram and gas valve opening/closing operation

  • Electrical cable of portable socket have 2 layers, no damaged, no connection.
  • Electrical appliances use more energy and/or generates heat such as: heaters, microwave ovens, water heaters, … must be managed and have safety warnings.

  • The key cabinets are not dented, deformed. Always locked when not in use.

  • Ventilation system operates smoothly, have no electrical equipment include attomatt, electrical cabinets, switches, sockets in warehouse. Power resource supply for ventilation system located outside the warehouse.
  • Fire alarm, auto fire extinguishing system, emergency lighting, portable fire extinguishers, warning signs are available.
  • Goods, materials must be neat and placed on shelves, at least 40 cm away from the ceiling and not cover the M&E system.
  • Chemicals with high risk of fire/explosion must be stored separately and have anti-spill pallet
  • No arrange working office in the warehouse

  • The kitchen staff is trained in fire safety; the chef has a professional certificate in fire protection.

  • Have adequate warning signs such as depth, jumping forbidden, slippery … and not blurred, lost words.

  • Each swimming pool has at least 06 ring buoys and rescue poles placed in the right places. The pole is 2.5m long and painted red-white.
  • The tiles are not cracked or broken. The floor is not waterlogged or slippery.

  • Take measures to prevent welding, cutting sparks from splashing into the surrounding area
  • Cover with fireproof material or move combustible materials such as carpet, wood, paper, gasoline, oil, paint, … far away from the welding cutting position.
  • When welding, cutting in confined spaces such as tunnels, barrels, and tanks must take measures to ensure ventilation and test the concentration of oxygen, flammable, and explosive gases.

10 Electrical Installation and repair work 03 months/times
  • Worker who installs and repairs electrical equipment must have professional training and an occupational safety card for electrical work.
  • Electric wire must be installed in cable trays or fire-resistant electrical pipes, connection points must use standard bridges and connectors.
  • Electrical cabinets have warnings of electrical hazards and always locked when not in use.
  • Electrical machines and equipment must use leak-resistant devices and must be grounded.
  • Must disconnect, lock the power source and test, and ensure no power left before doing work.

11 Chemical storage and workstation 03 months/times
  • A person works with chemicals must have an occupational safety card for chemical work.
  • Chemical storage must have safety warnings, instructions for handling incidents, equipment for emergency response (sand, rags, shovels, brooms, …), and proper personal protective equipment such as boots, glasses, gloves, masks, …).
  • The ventilation system works well, the power source is connected outside of the warehouse
  • Chemicals must have chemical labels in Vietnamese and English that show the hazardous properties of the chemicals and the requirements to ensure safety; hazardous chemicals must have a chemical safety data sheet (MSDS).
  • Chemicals are stored on shelves, pallets, safely arranged, and liquid chemicals are always covered with lids.
  • It is strictly forbidden to store chemicals in food and beverage container
