Chapter I: General Provisions

Article 1. Scope of Application and Object of Regulation

1. This regulation stipulates the management of university degrees and certificates (hereinafter referred to as “degrees” or “certificates”) of VinUniversity, including printing and managing degrees and certificates; the content and language on degrees and certificates, degree appendixes; conferring, modifying, revoking, and canceling degrees and certificates; and issuing copies of degrees and certificates from the original register.

2. This regulation applies to all faculties, departments, and relevant units within and outside VinUniversity that are involved in printing, managing, conferring, and using VinUniversity degrees and certificates.

Article 2. Principles of Degree and Certificate Management and Conferment

1. Degrees and certificates are uniformly managed according to the regulations of the Ministry of Education and Training. The university delegates management responsibilities to the faculties in accordance with Article 3 of this regulation.

2. The original degree or certificate is conferred only once. In cases where a degree or certificate has been conferred to a student, but an error is discovered in the writing or printing due to the fault of the University or the faculty that conferred the degree or certificate, the University or College that conferred it is responsible for re-conferring it to the student (as specified in Article 17 of this regulation).

3. All acts of fraud in the conferment and use of degrees and certificates are strictly prohibited.

4. Ensuring transparency and openness in the conferment of degrees and certificates is guaranteed.

Article 3. Delegation of Management Responsibilities

1. The Provost is responsible for printing, managing, and conferring degrees and certificates in accordance with the regulations of the Ministry of Education and Training. The university issues regulations on the printing process, management, preservation, security, use, and conferment of degree and certificate templates, which clearly define the responsibilities of each faculty, department, individual, and the sanctions for violations.

2. The following departments have responsibilities as follows:

a) The Office of University Registrar is responsible for managing the organization of printing and conferring VinUniversity degrees and certificates, submitting them for signature and stamping by the Provost.

b) The Office of University Registrar is responsible for managing the printing of information on degree templates, conferring and revoking degrees, degree appendixes, copies of university degrees, and Physical Education Certificates for full-time VinUniversity students.

c) The colleges/departments that provide training and organize certificate exams are responsible for managing the printing of information on certificate templates and conferring certificates to students.

Article 4. Rights and Obligations of Degree and Certificate Holders

1. Degree and certificate holders have the following rights:

a) Request that the university/college confers degrees or certificates within the prescribed time limit with accurate and complete information; re-confer or modify the content of degrees or certificates in accordance with this regulation.

b) Request copies of degrees or certificates from the original register when necessary.

2. Degree and certificate holders have the following obligations:

a) Provide accurate and complete information as required by the university/college when conferring degrees or certificates.

b) Verify the accuracy of the information on the degree or certificate before accepting it.

c) Provide a power of attorney as required by law if unable to receive the degree or certificate in person.

d) Preserve and protect the degree or certificate; not erase or modify the content on the degree or certificate; not allow others to use the degree or certificate.

e) Use the decision to modify the degree or certificate accompanying the degree or certificate after it has been modified.

f) Report to the university/college and the nearest police agency when the original degree or certificate is lost.

g) Return the degree or certificate to the university/college within 30 days from the date of the decision to revoke the degree or certificate. In case the degree or certificate is lost, a written commitment to the loss of the degree or certificate and responsibility before the law for the commitment must be made.

Article 5. Responsibilities of the University/College in Degree and Certificate Management

1. The university/college with the authority to confer degrees and certificates has the following responsibilities:

a) Verify, compare, and accurately record all information on the degree or certificate. Provide students with expected information to be recorded on the degree or certificate for verification purposes before being recorded. The student’s birth information on the degree or certificate must be based on a valid birth certificate and the student’s admission records.

b) Organize the printing of information on the degree or certificate template for signature by the Provost and confer degrees or certificates within the prescribed time limit in accordance with this regulation.

c) Maintain complete records as a basis for conferring, managing, and permanently storing degrees and certificates.

d) Ensure accuracy and take responsibility for the information in the records and the original register of conferred degrees and certificates.

e) Ensure the facility, equipment, and fire prevention measures necessary for preserving degrees, certificates, and records for conferring and managing degrees and certificates.

f) Provide information from the original register of degrees and certificates and graduation records to support requests for degree or certificate modifications.

g) Advise the university president on modifying the content of degrees or certificates in accordance with Articles 20, 21, 22, and 23 of this regulation.

h) Confer degree appendixes along with university degrees.

i) Verify the authenticity of degrees or certificates upon request by organizations or individuals.

2. The authorized person conferring degrees or certificates is individually responsible to the higher management authority and the law for managing and conferring degrees and certificates.

Article 6. Content of Degrees and Certificates and Degree Appendixes

The main content recorded on the university degree and degree appendixes are implemented in accordance with the regulations of the Minister of Education and Training in Article 7 of Circular 21/2019/TT-BGDĐT and Circular 27/2019/TT-BGDĐT dated December 30, 2019, of the Minister of Education and Training, which stipulate the main content recorded on university degrees and degree appendixes.

Article 7.  Language Recorded on Degrees and Certificates

In accordance with Article 8 of Circular 21/2019/TT-BGDĐT, specifically:

The language written on degrees and certificates is Vietnamese. For degrees and certificates that also include a foreign language, the foreign language must be written accurately and be consistent with the content in Vietnamese. The font size of the foreign language must not be larger than the font size of Vietnamese.

Article 8. Degree and Certificate Templates

The degree and certificate templates are decided and conferred by the Provost of VinUniversity and reported to the Minister of Education and Training and the Hanoi City Police Department.

Chapter II: Printing, Management of Template and Management of Degree and Certificate Conferment

Article 9. Printing, Management of Degree and Certificate Templates

1. VinUniversity is responsible for designing and approving the degree templates, printing degree and certificate templates, and managing degree and certificate templates in accordance with the regulations of the Minister of Education and Training after reporting in writing to the Ministry of Education and Training. The certificate template must be submitted for reporting to the Ministry of Education and Training, the direct management agency, and the Hanoi City Police Department. After a minimum of 30 working days from the date of submission of the report, the university must publicly announce the degree template on its electronic information page or portal.

2. The Office of University Registrar is responsible for organizing the printing, storage, and management of degree and certificate templates (establishing a management file for printing, using templates, conferring, withdrawing, and canceling degree and certificate templates). Printing of degree and certificate templates must be tightly controlled, safe, and secure, and a management ledger must be established to prevent loss.

3. The number recorded on the degree and certificate templates must be consecutively numbered in natural order from small to large throughout the entire operation of VinUniversity since it began printing degree and certificate templates and identified the templates printed by VinUniversity.

4. The storage location of the degree and certificate templates must ensure sufficient space, physical facilities, and meet environmental and safety and security requirements. Monthly inspections must be carried out to ensure cleanliness and safety and security in the area where degree and certificate templates are stored.

5. In the event that degree and certificate templates are damaged, written incorrectly, or of poor quality due to changes in the template, the Provost must establish a Board of Processing. The Board of Processing will meet, review, and prepare a minute of cancellation that clearly states the number, reason, and status of the degree and certificate templates before they are canceled and the method of cancellation. The minutes of cancellation must be kept in the file for monitoring and management.

This regulation also applies to degrees and certificates that have been written incorrectly but have been signed and stamped by the Provost.

6. If degree and certificate templates are lost, the department responsible for managing degree and certificate templates must prepare a minute and immediately notify the university to report to the nearest police agency and report to the Ministry of Education and Training.

Article 10. Cancellation of Degree and Certificate Templates

1. Degree and certificate templates that have errors during printing, are damaged, or are no longer usable due to the issuance of a new template or other reasons must be canceled.

2. In the case of degree and certificate templates that are damaged, written incorrectly, or of poor quality due to changes in the template, the Provost must establish a Board of Processing. The Board of Processing will meet, review, and prepare a minute of cancellation that clearly states the number, reason, and status of the degree and certificate templates before they are canceled and the method of cancellation. The minutes of cancellation of degree and certificate templates must have the full signatures of the members of the Board of Processing and must be kept in the file for monitoring and management. This regulation also applies to degrees and certificates that have been written incorrectly but have been signed and stamped by the Provost but have not yet been conferred.

 Article 11. Procedures for Issuing Degree and Certificate Templates

1. In November of each year, the colleges must register with the Office of University Registrar for the estimated quantity of degree and certificate templates to be used the following year.

2. The application for issuing degree and certificate templates must include:

a) The registration request form for degree and certificate templates from the colleges. The content must clearly state the quantity of degree and certificate templates corresponding to the levels of education and types of training.

b) The decision on graduation recognition or completion of the course (for certificates) and a list of students.

3. Within one week from the date of receiving a complete and valid application, the Office of University Registrar will issue the requested degree and certificate templates to the requesting unit.

Article 12. Management of Degree and Certificate Conferment

1. When conferring degrees and certificates to students, the department or unit responsible for conferment must establish a primary ledger for degrees and certificates, which must accurately and fully record all required information according to the prescribed format and keep a copy of the conferred degree or certificate. The numbering in the primary ledger must be done as follows: The number in the primary ledger must be consecutively numbered in natural order from small to large each year from January 1 to December 31. The numbering must distinguish the issued numbers for each type of degree or certificate, year of conferment, level of education, and type of training (if any). Each number in the primary ledger for a degree or certificate must be unique and recorded only once. The method for recording numbers in the primary ledger for degrees is as follows:

  • Numbering for doctoral degrees: in natural order/year of conferment/VUNI
  • Numbering for master’s degrees: in natural order/year of conferment/VUNI
  • Numbering for undergraduate degrees:

+) For bachelor’s degrees in regular training: in natural order/year of conferment/CNCQ.VUNI

+) For medical doctor degrees in regular training: in natural order/year of conferment/ BSCQ.VUNI

2. If a degree or certificate has been signed and stamped by an authorized person but is lost before being conferred to the students, a report must be immediately filed with the Hanoi City Police and the Ministry of Education and Training.

Article 13. Reporting System for Printing Templates and Managing Templates, Degrees and Certificates

In December of each year, the Office of University Registrar is responsible for leading and coordinating relevant units to report to the Provost on the printing of templates, managing templates, and managing degrees and certificates during the year. The units are responsible for providing relevant information for the report at the request of the Office of University Registrar.

According to Article 14 of Circular 21/2019/TT-BGDĐT, before December 31st of each year, VinUniversity must report to the Ministry of Education and Training the number of printed degree and certificate templates, the number of used templates, and the number of degrees and certificates conferred during the year.

Chapter III: Conferment, Re-Conferment, Modification, Withdrawal, And Cancellation Of Degrees And Certificates

 Article 14. Authority to Confer Degrees and Certificates

1. The Provost confers university degrees (doctoral degrees, master’s degrees, bachelor’s degrees, and medical doctor degrees).

2. The Dean of colleges according to the provisions of the law or those authorized by the Provost/University President may confer certificates to students (this authorization must be in writing).

3. VinUniveristy’s degrees are conferred with a Diploma Supplement. The Diploma Supplement is signed and stamped by the Dean of the College authorized by the Provost of VinUniversity (this authorization must be in writing).

Article 15. Conditions for Conferring Degrees and Certificates

Implemented according to Article 16 of Circular 21/2019/TT-BGDĐT, specifically:

1. The University degree is awarded to students after completing the education program, meeting the standards of the education level as prescribed, and having a decision on graduation recognition and completion of their obligations and responsibilities.

2. The University certificate is awarded to students to confirm their academic and professional educational results after being trained, upgraded, or certified according to the regulations of the Minister of Education and Training.

Article 16. Timeframe for Conferring Degrees and Certificates

1. The Provost is responsible for conferring degrees to students within the following timeframe:

a) 30 days from the date of the decision on graduation recognition for undergraduate degrees and the conferment of bachelor’s, engineering, or medical doctor degrees.

b) 30 days from the date of the decision on graduation recognition and the conferment of a master’s degree.

c) 30 days from the date of the decision on recognizing the doctoral degree and granting the doctoral degree.

2. The Provost or those authorized under Article 14, Section 2 of these Regulations are responsible for conferring certificates to students no later than 30 days from the end of the training, upgrading, or certification course.

3. During the waiting period for degree issuance, students who meet the degree conferring requirements are eligible to have their graduation confirmed by VinUniversity upon request.

Article 17. Re-conferring of Degree and Certificate

Implemented according to Article 18 of Circular 21/2019/TT-BGDĐT, specifically:

1. In the case where a degree or certificate has been conferred but is found to contain errors due to the fault of VinUniversity, VinUniversity is responsible for re-conferring the original degree or certificate.

2. The Provost and Deans of colleges or heads of departments according to the provisions of the law or those authorized by the Provost/University President under Article 14 of these Regulations have the authority to re-conferring degrees and certificates.

3. The procedures for re-conferring degrees and certificates are as follows

a) The person requesting the re-conferring of a degree or certificate shall submit a complete file, including a request letter for re-conferment, the original degree or certificate to be re-conferred, and proof of the error made by the University, either directly or by post.

b) Within a period of 05 working days from the date of receiving a valid and complete file, the University shall consider and decide on the re-conferment of the degree or certificate. If the University decides not to re-confer the degree or certificate, it shall provide a written response stating the reason.

c) In case where the degree or certificate template has changed since the original conferment, the University shall use the current template to re-confer the degree or certificate.

Article 18. Original diploma and certificate conferment record book

In accordance with Article 1 of Article 19 of Circular 21/2019/TT-BGDĐT, specifically:

The original diploma and certificate conferment record book is a document created by VinUni when conferring the original diploma or certificate. It fully records the content in Vietnamese of the original diploma or certificate conferred by the University. The original diploma and certificate conferment record book must be accurately recorded, numbered, stamped, and cannot be erased. It must be strictly managed and permanently stored. In cases where the diploma or certificate content has been modified or reissued, an appendix to the original diploma and certificate conferment record book must be created to record the modified or changed content of the diploma or certificate.

The template for the original diploma and certificate conferment record book is provided in Appendix I, Appendix II, Appendix III, Appendix IV, and Appendix V attached to these regulations.

Article 19. Signature and stamp on diploma and certificate

1. The Provost or the person authorized by the Provost under Article 14 of these regulations must sign the diploma or certificate according to the registered template approved by the competent agency, and fully record their name and title.

2. The stamp on the signature of the authorized person who issues the diploma or certificate shall be implemented in accordance with the regulations on current document work.

 Article 20. Authority to decide on modifying diploma and certificate content

The Provost has the authority to decide on modifying the content of diplomas and certificates, and the person authorized to confer certificates has the authority to decide on modifying the content of certificates.

 Article 21. Cases of modifying diploma and certificate content

The person who has been conferred a diploma or certificate has the right to request modification of the content recorded on the diploma or certificate in the following cases:

1. When the authorized agency decides to change or correct the household registration

2. When the ethnicity or gender is re-determined

3. When additional household registration information is added or adjusted

4. When late birth registration or re-registration of birth is completed.

Article 22. Records, procedures, and steps for modifying diploma and certificate content

1. The records for requesting modification of diploma or certificate content include:

a) A request form for modifying the diploma or certificate content;

b) The diploma or certificate to be modified;

c) A certified copy or decision to change or correct household registration, ethnicity or gender verification for cases where the diploma or certificate is modified due to changes or corrections made to household registration, ethnicity or gender verification;

d) A birth certificate for cases where the diploma or certificate is modified due to added or adjusted household registration information, late birth registration, or re-registration of birth;

e) A national ID card, citizen identification card, passport, or other legitimate personal identity document with a photo of the person who was conferred the diploma or certificate. The information on these documents must match the request for modifying the diploma or certificate content. The records in the request for modifying the diploma or certificate content as specified in points b, c, d, and e of this Clause must be a copy of the original or a certified copy of the original.

2. If the records in the request for modifying the diploma or certificate content specified in points b, c, d, and e of Clause 1 are not certified copies, the person requesting the modification must present the original for comparison by the recipient of the request. The recipient of the request must sign the confirmation, clearly state their name on the copy, and take responsibility for the accuracy of the copy in comparison to the original.

3. The steps for modifying diploma or certificate content are as follows:

a) The person requesting the modification submits one set of the records according to Clause 1 in person or by post to the university responsible for modifying the diploma or certificate content.

b) Within five working days from the date of receiving a complete and valid request, the competent authority responsible for modifying the diploma or certificate content considers and decides whether or not to modify it. If the request is not approved, the decision must be communicated in writing with a clear explanation.

c) The modification of the diploma or certificate content is carried out by a modification decision, not by direct modification of the diploma or certificate. The modification decision must be kept in the diploma or certificate conferment record book.

d) Based on the modification decision, the university carries out the modification of the diploma or certificate content and fully records the information of the diploma or certificate and the modified content in the appendix of the original diploma or certificate conferment record book.

 Article 23. Content of the decision to amend and apply the amendment to diplomas and certificates.

1. The decision to amend diplomas and certificates includes the following main contents:

a) First name, middle name, last name; date of birth of the person with the diploma or certificate (as stated on the conferred diploma or certificate);

b) Name, number, date of conferment of the diploma or certificate;

c) The amended content;

d) The reason for the amendment;

e) Effectiveness and responsibility for implementing the decision.

2. The amendment of the content of diplomas and certificates applies to all diplomas and certificates conferred before the effective date of this Regulation.

Article 24. Revocation and cancellation of diplomas and certificates

1. Diplomas and certificates will be revoked, cancelled in the following cases:

a) Engaging in fraudulent behavior during admission, study, exams, defense of theses, dissertations, or falsifying documents to obtain diplomas or certificates;

b) Issuance to individuals who do not meet the necessary requirements;

c) Issued by unauthorized personnel;

d) Revised, altered;

e) Allowing others to use them;

f) Issued in error by the university.

2. VinUniversity is responsible for revoking and cancelling diplomas and certificates.

The Minister of Education and Training decides to revoke or cancel diplomas and certificates, or requests competent authorities to revoke or cancel diplomas and certificates in other cases.

3. The Provost or authorized personnel are responsible for deciding to revoke, cancel diplomas and certificates. The decision must state the reason for revocation or cancellation. The decision will be posted on the university’s website and sent to the individual whose diploma or certificate is being revoked or cancelled, the inspection agency that discovered the violation (if any), the agency where the individual whose diploma or certificate is being revoked or cancelled is currently working (if any), and relevant organizations and agencies.

Article 25. VinUniversity will publish information about diplomas and certificates on its website.

1. The University will establish a database system to manage diplomas and certificates issued to students to serve the purpose of publicly disclosing information about diploma and certificate awards. The public disclosure of information about diplomas and certificates will include the following details: the name of the diploma or certificate; the first name, middle name, last name, date of birth of the individual who has been awarded the diploma or certificate; the identification number and registration number of the original diploma or certificate; and the date of issuance of the diploma or certificate. The public disclosure of information about diplomas and certificates must ensure that the identification numbers match the original diploma or certificate and must be regularly updated and stored on the University’s website to ensure easy management, access, and searchability, and must comply with legal regulations.

2. The public disclosure of information about the issuance, revision, revocation, and cancellation of diplomas and certificates on the University’s website applies to all diplomas and certificates that were issued before the effective date of this regulation.

Chapter IV: Copies of Diplomas and Certificates from the Original Register

Article 26. Conferment of copies of diplomas and certificates from the original register.

Conferment copies of diplomas and certificates from the original register shall be carried out by the Provost or authorized personnel by taking a copy from the original register. The contents of the copy of the diploma or certificate from the original register must be accurate compared to the original register.

Article 27. Legal validity of copies of diplomas and certificates conferred from the original register.

1. Copies of diplomas and certificates conferred from the original register have the same legal validity as the original in transactions, except where otherwise provided by law.

2. In case of suspected forgery or illegality of a copy of a diploma or certificate, the recipient organization or agency may require the person holding the copy to present the original for comparison or verification.

Article 28. Authority and responsibility for issuing copies of diplomas and certificates from the original register.

The Provost or authorized personnel have the authority and responsibility to issue copies of diplomas and certificates from the original register.

Article 29. Persons eligible to request copies of diplomas and certificates from the original register.

The following persons are eligible to request copies of diplomas and certificates from the original register:

1. The individual who was conferred the original diploma or certificate.

2. Legal representatives or authorized representatives of the individual who was issued the original diploma or certificate.

3. Parents, spouse, siblings, or other heirs of the individual who was conferred the original diploma or certificate in the event of their death.

Article 30. Procedures for issuing copies of diplomas and certificates from the original register.

1. The application for copies of diplomas and certificates from the original register includes:

a) A request form for the issuance of copies of diplomas and certificates, providing information on the diplomas or certificates that have been issued;

b) The original or a certified copy of the national identity card, citizen identification card, or passport that is valid for use for the recipient organization to check;

c) In the case of a request for copies of diplomas and certificates from the original register by a person specified in Clause 2 or Clause 3 of Article 29 of this Regulation, they must present a power of attorney (for authorized persons) or documents proving their relationship with the person who was issued the original diploma or certificate;

d) In the case of a request for copies of diplomas and certificates from the original register sent by post, a certified copy of the documents in points a, b, and c of this clause must be sent along with an envelope with a stamp and the name and address of the recipient to the authorized agency to issue copies of diplomas and certificates from the original register.

2. The procedures for issuing copies of diplomas and certificates from the original register are as follows:

a) The applicant for copies of diplomas and certificates submits directly or sends via post one set of documents as specified in Clause 1 of this Article to the authorized agency to issue copies of diplomas and certificates from the original register;

b) On the same day of receiving the request or the next working day if the request is received after 3 pm, the authorized agency to issue copies of diplomas and certificates from the original register must issue the copies to the person who made the request. In the case of a request sent by post, the deadline is determined from the time VinUniversity receives the request with a complete and valid file according to the postmark;

c) In cases where multiple requests for copies of diplomas and certificates from different original registers, or requests for a large number of copies, or with complicated diploma or certificate contents that are difficult to verify and compare, and VinUniversity cannot meet the deadline specified in point b of this clause, the deadline for issuing copies may be extended by no more than 2 (two) working days or longer as agreed in writing with the requester;

d) The requester for copies of diplomas and certificates from the original register must pay a fee for issuing the copies. If the request is sent by post, the requester must also pay postage for VinUniversity. The fee for issuing copies of diplomas and certificates from the original register is implemented in accordance with VinUniversity’s regulations and is appropriate to the state’s regulations.

3. The authorized agency to issue copies of diplomas and certificates from the original register shall issue the copies based on the original register and record the same contents as those in the original register. If the original register is no longer available or does not contain the information requested for the copies, or if the copies cannot be issued to the requester, VinUniversity must respond in writing to the requester and state the reason within the deadline specified in point b of Clause 2 of this Article.

Article 31. Register for issuing copies and management of issuing copies of diplomas and certificates from the original register.

1. The register for issuing copies of diplomas and certificates from the original register is a document established by the authorized person specified in Article 28 of this Regulation when issuing copies of diplomas and certificates from the original register. The register contains full information of the copies that the University has issued. The register must be accurate, numbered, stamped, and cannot be erased. It must be strictly managed and permanently stored.

2. Each time a copy of a diploma or certificate from the original register is issued, it must be recorded in the register for issuing copies of diplomas and certificates from the original register. A serial number must be assigned to the register, ensuring that each serial number is unique and assigned to only one copy of a diploma or certificate issued to the student.

The serial number in the register for issuing copies of diplomas and certificates from the original register must be assigned continuously in natural order from small to large for each year from January 01 to December 31. It must differentiate the serial number in the register for issuing copies of diplomas and certificates from the original register for each type of diploma or certificate and the year of issuance.

  • Serial number for doctoral degree: assigned in natural order/year of issuance/S.TS.VUNI
  • Serial number for master’s degree: assigned in natural order/year of issuance/S.ThS.VUNI
  • Serial number for bachelor’s degree:

+) for regular bachelor’s degree: assigned in natural order/year of issuance/S.CNCQ.VUNI

+) for regular medical doctor degree: assigned in natural order/year of issuance/S.BSCQ.VUNI

Chapter V: Inspection, Audit, And Handling Of Violations

Article 32. Inspection and Audit

1. The Inspection and Legal Affairs Department shall conduct periodic or surprise inspections and audits of the printing, management, issuance, and use of diplomas and certificates for units assigned to organize the printing of forms, manage, and issue diplomas and certificates.

2. Units and individuals responsible for printing, managing, issuing, or using diplomas and certificates are responsible for cooperating and creating favorable conditions for inspection and audit activities.

Article 33. Handling of Violations

1. Units and individuals involved in the issuance of diplomas and certificates and those who are granted diplomas and certificates who violate the regulations on management, issuance, and use of diplomas and certificates shall be handled in accordance with the regulations of the University and the laws.

2. Individuals who issue copies of diplomas and certificates from the original register, due to a lack of responsibility or intentional violation of the regulations of this Regulation and other legal documents, shall be disciplined or prosecuted depending on the severity of the violation; If damage is caused, compensation must be made according to regulations./.
